For Nepali students, understanding these changes is no longer optional it is the difference between securing a visa and facing an unexpected rejection or a frozen CAS (Confirmation of Acceptance for Studies).

The UKVI RAG system is a regulatory framework designed to monitor and rate every UK educational institution licensed to sponsor international students. Grounded in the principle that "sponsorship is a privilege, not a right", the system uses real-time data to categorize universities into three distinct bands based on their compliance with immigration rules.

Unlike the previous system which allowed for a 10% margin of error on visa refusals, the RAG system is unforgiving. A single weak metric can pull a university down from Green to Red, regardless of how well it performs in other areas.


2. Understanding Green, Amber, and Red Ratings


The RAG rating determines a university's ability to issue the essential CAS letter required for your visa application. While UKVI will not publicly publish these ratings until Summer 2027, students must rely on expert intelligence from consultancies like Optimus Global to navigate their choices.

Amber (Warning Zone): This band is described as a "ledge" rather than a buffer. Universities in the Amber category may face an immediate freeze on all new CAS issuance, meaning that even with an offer and a paid deposit, students might be unable to obtain the necessary CAS for their visa application.


Red (Non-Compliant): Institutions with a Red rating face severe consequences, including a mandatory CAS cut of at least 10% with no cap on reduction, and are at significant risk of license revocation. Choosing a Red-rated university carries a high risk of visa refusal and potential disruption to studies if the university's license is revoked while students are enrolled.


3. The Three Metrics UKVI Uses

To maintain their sponsor license, universities are rigorously evaluated against three core performance indicators. These metrics are calculated over a rolling 12-month period, making the system highly dynamic and requiring continuous compliance.


1.Visa Refusal Rate: This metric measures the percentage of CAS-supported visa applications that are refused. To achieve a Green rating, a university must maintain a visa refusal rate below 4% . The previous BCA allowed for a refusal rate of up to 10% .


2.Student Enrolment Rate: This indicates the percentage of students who, after being granted a visa, successfully arrive and enroll at the university. The Green threshold for this metric is a demanding 96% , a significant increase from the previous 90% under the BCA.


3.Course Completion Rate: This measures the percentage of enrolled students who successfully finish their degrees. Currently, the floor for a Green status is 92%, but this threshold will become even stricter in June 2027, rising to 90% for the Red band .

Nepal is a crucial market for UK higher education, ranking as the UK's fifth-largest student source country with over 20,600 sponsored study visas granted annually in 2025, representing a 63% year-on-year increase . Due to this high volume, the success and compliance of Nepali applicants directly influence a university's RAG rating.

  • Enhanced Financial Verification:  UKVI is very strict about financial evidence. Students must demonstrate sufficient funds (approximately NPR 20.5 lakhs for living costs outside London) held for 28 consecutive days in a UKVI approved Nepali bank account. Problems with financial evidence are the most common reason for visa refusal among Nepali students.

Credibility Interviews: More rigorous internal interviews are conducted to ensure students are "genuine" and that their course choice aligns with their career aspirations, before a CAS is issued.

 

Market Restrictions: Some universities may pause or limit admissions from specific regions or markets, including Nepal, if their visa refusal rates for those cohorts approach the 4% danger zone. This is a direct consequence of universities needing to manage their compliance metrics.

In the RAG era, selecting a university based solely on factors like low tuition fees or easy admission is a high-risk strategy. Students should instead prioritize institutional stability, compliance, and a proven track record of student success .
